He is a graduate of Biochemical Engineer; completed a Master’s degree in Ecology, Conservation and Management of Natural Resources, ITESM, has doctoral studies in Economic Oceanology from UABC.
He has been a professor and researcher in the areas of Ecology and Environment, Marine Sciences, and biology, with great experience in the management of projects in environment and natural resources, with impacts on the development of the primary sector.
From 2003 to 2004 he served as deputy director of Strategies and Regulations of Fisheries Resources at INAPESCA (National Institute of Fisheries), Mexico City. From2001 to 2010, he was head of the Regional Fisheries Research Center of INAPESCA, based in Guaymas, from 2011 to 2015 he held the position of director of IAES (state Institute of Aquaculture), and between October 2015 and 2021 he has held the positions of director into CEDES (state Commission of Ecology).
During his professional duties he has received training in project planning, and certified managerial skills, within the Professional Career Service in governmental administration.
He has training and professional training in various topics within the Public Administration, by La Salle University, Mexico City and training in courses and workshops on ecology, environment, marine biology, and oceanology of tropical waters, at Scripps Institution of Oceanography-UCSD, the University of Arizona, and the Universidad Autónoma de Baja California, Ensenada.
He recently obtained the Registration of Technical Manager in Wildlife Management, by SEMARNAT, and representative of the Advisory Council of Sustainable Development in Sonora. In November 2015, invited by El Colegio de Sonora, he presented the work: “Social Innovation in the Management of Natural Resources: The system of catch quotas of the curvina golfina of the upper Gulf of California”, he is part of the Agribusiness and Wildlife committee in the Sonora-Arizona and Arizona-Mexico Commissions.
Co-winner, on two occasions, of the”Rómulo Garza award for Research and Technological Development” awarded by Tec de Monterrey.
